ATLANTA -- The Governor's Special Investigators found limited evidence that CRCT cheating occurred at Herndon Elementary.

In 2009, more than 20 percent of classes showed "wrong-to-right erasures," according to the investigation; the next year, that number decreased to less than two percent.

A report of a Herndon student claiming that one of his teachers helped him with answers was not properly investigated by APS when it happened in 2009, and the evidence was considered "stale" by the time the Governor's team stepped in. (336)
